1. Start by cutting the onions and bell peppers into small dice.
2. In a saucepan over medium heat, pour olive oil, and when it is hot, add the onions. Wait for 2 minutes and then add the bell peppers.
3. If you have fresh tomatoes, also dice them in a bowl, trying to retain the juice. Add them directly to the saucepan.
4. If you are not using fresh tomatoes, wait 2-3 minutes before adding them.
5. Season with salt, pepper, chives, and chili, and wait for 5 minutes.
6. Then add the rice and water (about 2 times the amount of rice, according to taste) and let it cook for 5 minutes, stirring occasionally.
7. Reduce the heat to low and let it simmer for 10 to 15 minutes, according to taste.
