1. In a pot of salted water, cook the potatoes until very tender. Drain.
2. Using a masher, roughly mash the potatoes with at least 30 ml (2 tbsp) of butter. Using an electric mixer, blend the mixture into a smooth puree with the milk. Season with salt and pepper. Set aside.
3. Place the rack in the center of the oven. Preheat the oven to 190°C (375°F).
4. In a large skillet, brown the onion in the remaining butter. Add the meat and cook until browned. Season with salt and pepper. Remove from heat.
5. Press the meat lightly into the bottom of a 20 cm (8-inch) square baking dish. Spread the corn over the meat, then spread the mashed potatoes on top. Sprinkle with paprika and parsley.
6. Bake in the oven for about 30 minutes. Finish cooking under the broiler. Let cool for 10 minutes.
