1. Arrange the blinis on a plate. Finely chop the chives. Spread a small tablespoon of sour cream on each blini, sprinkle with chives, salt, and pepper.
2. Place 1/4 slice of smoked salmon on each blini and garnish with a small sprig of dill and lime zest. Feel free to replace the salmon with salmon trout fillets.
3. You can serve these salmon blinis with a handful of seasoned arugula.
