Instructions
1. Preheat the oven to 200°C (400°F).
2. Mix the ground beef with 2 tablespoons of water, the spices (except for the chili), salt, and pepper.
3. Divide the ground beef mixture into 8 equal balls. Thread each ball onto a skewer and flatten it on three-quarters of the skewer's surface to form small sausages. Sprinkle the kebabs with chili powder. Place them in a baking dish. Drizzle with oil and bake for 20 minutes, turning them occasionally.
4. Serve the hot beef kebabs on a plate or in bread (pita or baguette) accompanied by whipped yogurt with chopped mint.
